Federal Experience
 
Tolman Engineering, PLLC has successfully completed projects for various federal agencies and is actively seeking projects to gain additional experience.  Provided below are brief summaries of the federal projects that have been completed or are being completed by Tolman Engineering, PLLC. 
 
Erie VAMC Water Loop Project:
 
A site investigation and report, preliminary plan and report, design, cost estimate, and construction oversight was/is being completed for the Erie, PA Veterans Affairs Medical Center.  The site investigation was used to locate and evaluate the existing water supply and distribution system.  The construction contract was approximately $1.7 million and included two new water supply connections to a municipal water supply system, approximately 3,250 linear feet of new water main looping the campus, new fire hydrants, and new water service entrances (meters, backflow preventers, and valves) to all buildings receiving water.  The construction phasing was scheduled to complete the project while maintaining water supply to the existing hospital building.          
 
Erie VAMC Underground Storage Tank:
 
Replaced existing 1,500 gallon fuel oil underground storage tank with a new 2,500 fuel oil underground storage tank.  Installation of a new 275 gallon day tank, duplex oil transfer pumps with duplex pump controls.  Double containment fuel oil supply and return pipes, internal plumbing and replacement of facility existing monitoring system with updated state of the art leakage detection/monitoring system.  The project was completed with without one RFI or change order during construction. 
 
GSA Puerto Rico Federal Building Site Assessment: 
 
As subcontractors to Perkins Eastman Architects, completed the civil site portion of a comprehensive facility evaluation of the Hato Rey Federal Office Building/Federal Courthouse in Puerto Rico.  This included detailed evaluation of required site improvements, compiled detailed report of finding and estimated cost of the recommended improvements.  The evaluation was used by the GSA to solicit congressional funding of the required facility improvements.
 
FERC Poe and Klamath Rivers NEPA Water Resource Evaluations:
 
As subcontractors to the Louis Berger Group, part of a team of consultants to complete NEPA environmental assessment for the Federal Energy Regulatory Commission sponsored energy license applications.  Completed the water resources portion of the NEAP environmental assessment for the Poe Hydroelectric Project, located on the North Fork of the Feather River in northern California.  Completed technical review of hydraulic (RMA11) and water quality (CE-Qual-W2) mathematical modeling for the Klamath River Hydroelectric Project, a system of six generating facilities located on the Klamath River in south-central Oregon/north-central California.
