Water Study Projects

Bootey’s Bay Water Feasibility Study:  
 
A study evaluating four potential alternatives to provide water supply to Bootey’s Bay Doubletree Resort and future areas in the Town of North Harmony.   The resort consists of 24 condominiums, 156 hotel rooms, a banquet area, conference rooms, a restaurant, and a pub.  The future town areas consist of residential and commercial users located adjacent to Chautauqua Lake.  The four alternatives investigated consisted of two options for supply from the Jamestown BPU, supply from a well field (groundwater), and supply from Chautauqua Lake.  The feasibility report was reviewed by NYSDEC, Department of Health, Chautauqua County IDA, Town of North Harmony, and the developer.  All parties had minimal comments and praised the quality of the feasibility report.  Depending on the alternative, the water supply required ranged from an average of 350,000 gallons per day to 968,000 gallons per day.   
 
Barcelona Water System Improvements:  
 
A study to upgrade and extend a substandard distribution system located in the Barcelona area of Westfield, New York, for 67 residential and 10 commercial units.  The recommend alternative consisted of over two mile of water main to supply an average of about 20,000 gallons a day. 
 
Village of Forestville Preliminary Engineering Report:  
 
A study evaluating water system improvements needed by the Village of Forestville.  The study determined that both the distribution system and water supply were not adequate and investigated means to remediate the critical distribution and supply problems.  Six supply alternatives were considered to supply the estimated demand of 100,000 gallons per day.  The alternatives consider are as follows.

  • Erie County Water Authority Supply
  • Surface Water Reservoir Supply
  • New Groundwater Spring Supply
After reviewing the Preliminary Engineering Report the first item on the Department of Health review response letter was, “We feel you have done an excellent job evaluating the issues the Village faces with their water system.  The report was well written and addressed all the problems that have been identified”.
 
Erie VAMC Water System Improvement Report:  
 
The Veterans Administration Medical Center located in Erie, Pennsylvania commissioned Tolman Engineering, PLLC to evaluate their existing water distribution system and recommend improvements.  The investigation included a field survey to verify existing information, a system condition assessment, reviewing applicable standards and requirements, and comparing standards and requirements to current water system design.  Based on the investigation, water system improvements were recommended and a cost estimate for those improvements were completed.  A construction sequence to keep the hospital supplied with water during construction was also provided.
 
Water Filtration Feasibility Study:  
 
Springs that supply the Village of Richburg water system were classified as ground water under the influence of surface water. As such, a water filtration feasibility study was completed to evaluated a number of alternatives to bring the Village's water system into compliance with NYSDOH requirements. 
 
Alternative Water Supply Study:
 
A study completed to evaluate alternatives to expand the Village of Fredonia’s water supply.   Alternatives consisted of expanding the existing reservoir, new reservoirs, groundwater sources, and surface water sources with the use of a package treatment plant. 
 
Town Wide Planning Study:  
 
A planning level study to evaluate developing a water distribution system at various locations within the Town of North Harmony.   Four phases of water system installation were investigated and each phase had at least two options.  A master model of the water distribution system was created in EPANET for all Phases and was modified to simulate each of the options.  The result was a detailed report providing
available fire flows and costs for all alternatives.
 
Route 5 Water Main Extension:  
 
Two preliminary engineering reports were completed for the Town of Westfield for a water main extension on NYS Route 5.  One report was for Phase 1 of the extension and the second for Phase 2.  The reports were develop for Town use in pursuing grant funds to complete the extension.  As part of the reports potential environmental resources within and adjacent to the project area were determined to evaluate the likelihood for impact by the proposed water main extension.  The environmental resources were used to assess the difficulty in completing the SEQR, permitting and construction.   The potential resources evaluated include the following.

Clymer Water District - New Well Development:  
 
A preliminary engineering report to assess the equipment and probable estimated cost of equipment and improvements to connect a new groundwater supply well located near the southwest corner of County Route 15 and Brownell Road to the Town of Clymer water system. The water project included a well house that would accommodate pump and water treatment equipment, standby power generator, transmission main to connect well supply to distribution system, security fence surrounding the well house, and site work including construction of an approximately 600 feet long gravel access road to the well house.        
 
Town of Carroll Preliminary Engineering Report:  
 
The Town of Carroll was experiencing a number of quality and operational problems with their existing groundwater supply.  Tolman Engineering, PLLC was retained to complete a preliminary engineering report to determine and evaluate potential alternatives to provide at least 200,000 gallons per day of water supply.  The report considered six potential alternatives and also evaluated operational problems and design issues for a TCE Removal Project (air stripper) completed in 2005 by another engineering firm.  The report is currently being used by the Town to make a decision on how to address their supply problems and seek funding.  A list of the treatment systems investigated as part of the alternatives considered is provided below.

New Horizon Mobile Home Park:  
 
Tolman Engineering was retained by New Horizons Mobile Home Estates Cooperative Corporation to provide professional engineering services to review their water supply requirements.  As part of that review we evaluated the requirements and cost of connecting the mobile home park to the Portland Water District #5 public water distribution system.  Based on the results of the review, New Horizons Mobile Home abandoned their existing water supply system and completed a project to receive water supply from the Portland Water District #5 system.  
 
Route 5 & 20 Water & Sewer Expansion:  
 
Tolman Engineering, PLLC staff completed a preliminary engineering report for the proposed Route 5 & 20 Water & Sewer Expansion in the Town of Hanover.  The Town desired to install pipe to loop its water distribution system and provide fire protection to a new development.  The Town also desired to install a new section of sanitary sewer.  To accomplish the installation three cased road bores were required.  After completion of the report Tolman Engineering, PLLC worked with Town of Hanover’s forces to complete the project by force account.   
 
Ashville Water Supply Study:  
 
Tolman Engineering, PLLC carried out a feasibility study to provide water supply to the Ashville area within the Town of North Harmony.  Costs and potential environmental impacts were investigate for three potential supply alternatives; supply from the Jamestown BPU, supply from the Bootey’s Bay water supply project, and supply by developing a new groundwater source.  The report developed will be used by the Town to apply for/obtain grant funding.
