company located in Jamestown, New York. Extensive survey, water resources
and municipal engineering experience with over 25 years of experience
in local, national and international projects. Currently the designated
municipal engineer for ten municipalities in the Western New York area.
Has completed extensive water resources studies and designs including
numerous hydrologic, hydraulic, physical hydraulic modeling, mathematical
modeling of large river/reservoir systems, dam and detention pond design,
water quality analysis, headwaters benefits analysis and environmental
permitting. Completed numerous municipal engineering projects including
water systems, sewer systems, pumping stations, road reconstruction, dredging,
traffic lights, park improvements and reservoir improvements. The designated
design engineer for dozens of projects each year requiring production
of contract documents and drawings, public bidding and construction oversight.

Specific Project Experience
- Combined
sewer overflow comprehensive study for the City of Harrisburg, PA including
coordination of field studies and mathematical modeling to assess
remediation.
Comprehensive Inflow/Infiltration study for the City of
Titusville, PA including coordination of field monitoring and
mathematical modeling to assess remediation.
- Design, construction
documents, permitting including Environmental Impact Statement, and
oversight of the Cattaraugus Creek Inlet Dredging Project, Vukote Canals
Dredging Project, Fredonia Reservoir Dredging and the Crescent Creek
Dredging.
- Alternative Water Supply Report for the Village of Fredonia,
Fredonia Reservoir. Assessed groundwater, safe yield of Reservoir , new
reservoirs on watershed and Lake Erie intake to expand new Village water
supply.
- Design, Construction Documents, Permitting, and Oversight for
a 18 Million Gallon Reservoir with 40 ft high earthen dam for Peak & Peak
Resort. Permitted on highly protected stream with mitigation for know
threatened aquatic mussel species.
- Design, permitting and construction
oversight for the construction of almost 50 miles of water main and four
pump stations. Approximately two dozen water supply permits to assess
water use impacts, ground water withdrawal impacts, establish sufficient
supply and establish mandatory conservation requirements for the water
districts.
- Primary water quality engineer for the environmental
assessment of numerous very large to small projects. These environmental
assessments have included development and completion of comprehensive
field programs, detailed environmental impact estimates including various
computer modeling and development of detailed mitigation measures. Other
projects related to water quality and quantity have included diamond mining
project impact assessment, thermal energy plant and industrial plant
environmental assessment, lake studies and sewage treatment plant and
water treatment plant studies. As part of the environmental assessments
numerous hydrologic and hydraulic designs and studies and construction
impact mitigation plans have been completed.
- Completion of
approximately one dozen comprehensive water conservation plans for
municipalities. Village of Fredonia plan resulted in over 200,000 average
daily reduction in water use for a 1.6 million gallon system, major
contribution to eliminate historical serious supply problem. Developed a
reservoir monitoring program that provides warning level and action level
decision guidance to purchase water from an adjacent municipality that
has served to eliminate water supply emergencies since implemented in
2000.
- Engineer of record for a number of road construction and
reconstruction projects including Chautauqua Avenue reconstruction in the
Village of Lakewood, NY, a $2.3 million Townscape project that moved
overhead utilities underground, replaced water and stormwater systems and
completely redesigned, horizontal and vertical alignment for the
completed reconstruction of the Village main street. Other road design
projects include the new Green Street in the Town of Ellicott,
reconstruction of Jefferson Street in the Village of Westfield, new major
ring road for the Cummins Engine Plant in Town of Busti, Strunk Road in
the Town of Ellicott, Rider Road 25’ deep, 8” diameter culvert
replacement for the Town of Hanover, Lakeview Avenue reconstruction for the
Village of Fredonia and the new access road to the Brokenstraw Industrial
Park in Pittsfield, PA.
- Engineer of record for dozens of stormwater
evaluations, remediations, improvement projects and permitting including
Stormwater Pollution Prevention Plans. This includes a wide variety of
projects including underground and above ground detention and water
quality measures for commercial developments, to major new and upgrades to
stormwater conveyance systems and design of major regional detention
basins.
- Engineer of record for numerous new residential and commercial
site developments and major re-developments. This has included extensive
site utilities, site grading and layout, wetland impact assessment and
remediation design, a wide range of environmental permitting including
the first environmental justice procedure in Chautauqua County, road,
driveway and parking lot design, onsite and municipal water and sewer
systems and review of dozens of site development for municipal clients.
